
Now working for Special Branch, Thomas Pitt and his superior, Victor Narraway, are too late to prevent an anarchist bombing. When they successfully pursue the perpetrators, they also discover the body of Magnus Landsborough, a nobleman with radical connections. One of the arrested anarchists alleges not only that the murderer was a policeman, but that a gang of policemen control an extensive protection business in several London neighborhoods. Pitt`s investigation of the murder leads him to Inspector Wetron, who displaced Pitt from his previous position at Bow Street, and is both the likely leader of the corrupt policemen and the extremely well-connected head of the Inner Circle, a secret society that favors drastic, repressive measures to put down the anarchists.
