A down-on-his-luck journalist named Frank Corso becomes convinced that the man about to be executed for Seattle's bizarre Trashman murders is not the real killer. In his search for the truth, he is helped by photographer Meg Dougherty, who is disfigured by a number of strange tattoos that a vengeful boyfriend once administered to her (after knocking her out with drugs).
